Load Balancing behaviour

Hi Team, 

we have four target lets say Target 1,2,3,4..we are using load Balancing for the same.

Lets say target 2(connection refused),3,4(connection timeout) are in down .all requests are going target 1 i didnt mention any maxfailures or something...is it a know behaviour of load balancer??

And one more thing is apigee taking 6 secs in load balancing and routing the request to target.How to reduce latency in load balancing.
