Monetization rate plan for SMS API and Voice Call API

My API product is about SMS service and voice call API.

How do I  charge the deverlopers using my API by the number of SMS sent instead of the number of API request because there is multiple SMS sent in only one API request? Similar to the number of voice call minute?
