What permission is required for Shared Flow deploy to dev environment?

I need to assign Shared Flow Deploy to "dev" environment

I have given following permissions :

{
  "path" : "/sharedflows/*/revisions/*/deployments",  
  "permissions" : [ "put", "get" ]
}

But still deployment is not enabled
