Action button not visible in Dashboard view

I created an action button and set it to display as primary but I noticed the action button is not visible in the app when the view is set as a reference view within a dashboard view.

However, if the view is set anywhere else (menu or primary navigation), it becomes visible.

I also observed that the button is also available in Desktop mode. 

Any idea why this happens and what can I do to make the button appear in mobile view. Thanks.
