I upgraded my google workspace subcription  to enterprise plus but my appsheet is still in core plan, Is this normal?

it's normal since what you upgrade is GWS not Appsheet.
If you want to upgrade Appsheet to higher plan, please buy the license of Appsheet Enterprise Plus
Appsheet is an addition service of GWS, not direct service of GWS
