Can I use my app with more 10 users at no cost?

I created an application on AppSheet the user told me that he wanted to develop the application to be used by 25 people.

My question:
Is it possible to make a simple application without a monthly subscription for this number of people to use it without a license?

Unfortunately no. With the free subscription the limit is 10.

Well.. it depends what features you need to use. With the Starter subscription it's $5 per user per month

I just use Basic application and automation features 
so I think it's will be just for 5 $ per user

If there is, you should be able to see it when you purchase licenses through your billing page.

NOTE: the 10 free users is for apps that are not deployed.  Once it is deployed you will be expected to purchase a license for each active user.

You can determine which plan your app requires as you are building it.  Use the Plan Requirement function to analyze which features you have included in your app and which plan they require.
