Colour display overlay action button

Is there anyway of changing the colour of a display overlay action button, I have tried doing this through format rules but that dose nothing the only way I can change the colour is if I select anything other than display overlay.

Yes, correct. Currently,  one cannot change the  color of overlay actions other than theme color.
