Control delete/update based on columns

Hi, I need to control the delete/update capability referring to a value of a field in the record. For example is the value of the field named “state” is “Closed” no update ca be done, viceversa if the value is “Filed” delete is not permitted.
Referring to the post https://help.appsheet.com/en/articles/961472-controlling-add-update-and-delete it seems that I can build such an expression using flask icon but the editor has a note: “This formula is not evaluated in the context of a row, so column values are not available.” So it seems that the expression I need can’t be evaluated.
Can anyone help me?
