Core Plan, deployed app user limits.

I work with a workspace license and use the appsheet core.
We know that for applications in the prototype phase, we have a limit of 10 users per app.
I am finishing a project and recently I was asked to create a customer area where dozens of users will need to log in. I would like to know how many users I can register for an application after it is deployed. The explanations I found are still not very clear to me.

If the user also has a Core subscription, does that also count as one user towards the 10 user limit?

The user's licence doesn't matter. All that matters is the licence of the account that owns the app.
