Core Subscription Limit of Users

I have a workspace account that says Core plan for Appsheet. I am not able to find the billing breakdown as its a workspace account. Lets say if my workspace have 20 emails associated with it, does it mean that I can share the app to 19 more users, no matter they are using organization email or not?
