Create a child list once a Month

Hi,

I have two tables, parent and child and my question is :

i need an expression  to put a condition on the  date column to only allow it to  open the table list once a Month.

My goal is to restrict the users to open multi list on the same month.

For example one user will  open one list on 01/07/ 22 and other user will try to open new list on 02/07/22 he will be blocked and will only open the following month.
