Creating Draft document and assign to manager for final approval

Suppose I want to generate a Construction RFI with a numerous form fields with a draft text for my manager to edit the text if necessary and approve. Then I want to generate a Pdf out of the final draft letter/ form and assign it to my stakeholders for necessary action. The document will be marked as Pending Draft orders in my account till it is not approved by my manager and shared by email.
