Creating a drop down list based on user email

Hi,

I have 2 tables: a user table and a worker line item table.

The User table looks like this:

User	Hourly Rate 1	Hourly Rate 2
Tech1	25	30
Tech2	20	20

The line item table looks like this:

Date	User	Hours	Rate
2/6/2023	Tech1	3	*
2/7/2023	Tech2	2	**

When the Tech is completing a row in the line item table, can I create a drop down list in the rate field that is specific to the Tech so Tech1 only sees and selects his chargeout rates and Tech2 only sees and selects his chargeout rate?  

I find when I'm in the Table section of Appsheet, the "Ref" Type only works for columns and not rows.
