Delay in Stable app versions reaching users - even after App Sync

I have encountered this issue with 2 clients this week.  After promoting updates to the latest Stabile version, users app version on their devices are not updating - even after an app Sync.  One client has stated they have seen this issue in the past on Android devices where it could take hours or even days before the version is updated. 

Today, I reviewed  the log entries of a user with an issue.  If "A" is the latest Stabile version, this user started out the day on version "C".  After several app updates and App Sync's, the version updated to version "B" and then after several more updates and Sync's his version finally updated to version "A" - the correct latest version.

In another case, the new version caused an errors due to data table changes.  It wasn't until the following day that he was able to finally clear the errors, Sync and be updated with the correct version.  

The point is that there seems to be an delay with promoted app versions reaching the users.  So I have these 2 questions:

1)  Does anyone else experience these issues?

2)  What are the expectations?  Once an app version is promoted, it could take some time before it is physically available to users.  But once available, it seems users to be given the newest version immediately on that next Sync - whether it's done explicitly or as a background Sync.
