Editor not allowed to access app even when granted permission

I get the "Your account <account name> is not authorized to access <app name>" error whenever trying to move to a view that requires app sync. Initial views do display.

This is after granting the account edit definition permission and making sure that the account has access to the source data and the system-generated app folder from the owner.

I also checked to make sure there are no security filters on any of the tables.

What else could be causing this?
