Google Docs <<START>> expression formatting issue

There seems to be an issue with how <<START>> expressions are formatting in Google Docs. We're running an app that has been stable for a couple of years, which send an email based on a Google Doc that has been fine. But as of today the formatting of the table containing the <<START>> expression is scrambled. It should create a table that presents like this....Correct table layoutCorrect table layout

But instead the table is nesting each new row inside the previous row. like this...

The data structure in the underlying table is the same as it has always been. 

Any ideas?
