Have a format rule that allows you add a tooltip to any field

It would be nice if there was a Format Rule of Type Tooltip, whereby an expression could be used to generate a tooltip and where that tooltip could be applied to chosen columns within a given table.

I beleive this is a great feature request, using the formatting section is a great integration place yes, tool tips pop up when hovering on a chart bar or even doughnut slice and even actions, so why not expand it to everywhere else on system...
