How to use "Inputs" field in Actions?

I have two questions: how the "Inputs" field works and how create a list of values for set to column?

I have Action for set the values of the column. I want to have list of values for set to column. Can i do this with inputs or else way?

If you want to have a list of values that the user chooses from, I suspect that you should use an enum column.
