I can't share my app

Hey guys ! My application is ready but I can't share it with a user, the following message appears. Can anyone help me find the configuration?

I saw that up to 10 people are free but I can't share it with anyone

It sounds your account is part of a Google Workspace and the admin has set the policy that you can't share the app outside of your Workspace organization. Please contact your admin.
