I need a free public version to support a city disaster.

I live in argentina and on friday a storm hits Bahia Blanca city generating deaths and some people is still disappeared. I want to create a simple app so people can load people they are looking for, and some other people can give references if they had any.

For the app to be public I need to use a Pro version, but as there is no money for this I was looking a way to contact Appsheet / Google to check if there is a way to get a free version for this.

Try to get to sales, it's all prepared to filter depending on company size.
It's been some time trying this with no success, that's why I ended here.
