Inline show system generated view or show nothing

I have a system generated view called “Related MeetingAgendaOptions” as a VC
in this able I have a enum column name [NeedVotes] it’s a Yes or No what I like to accomplish is when [NeedVotes] is a Yes, than show the inline and No, shows nothing, This is my expression but it doesn’t seem to work

IF([_THISROW].[NeedVotes] = “Yes”, REF_ROWS(“MeetingAgendaOption”, “MeetingDetailID”), LIST())
