Is this a bug in the formatting rules?

I have a formatting rule that affects the related records field. If there are no related records, the text appears gray; if there are related records, the text takes on the theme color.

This rule works correctly in the app when viewed from a mobile device, whether smartphone or tablet, but it doesn't work when used from a PC with the new system.

In the PC view of the same table, the formatting isn't applied.

Is this a formatting bug?

Perhaps we have similar issues, mine appear be opposite where it does not have an affect on the mobile / tablet view but only desktop.

I've taken a look, and it's exactly the same issue. The rule applied to a related field works in smartphone view but not in desktop view.

Additionally, something else happens to me. I have this same setup across all my applications, and it only fails in the desktop views of the new panel-based system. In the previous dashboard system using tables, it does work.
