Menu Navigation to show different primary view

I want to have multiple options in Menu navigation and each menu navigation will have a different set of primary views.

Example: I have 5 Primary Navigation views (NV1, 2, 3, 4, 5) which are displayed at the bottom of the screen. I have 2 navigation menus (MN1 and 2) and when I click on the first one (MN1) it should go to the first Primary navigation view (NV1) and should show NV1, 2 and 3 at the bottom. 

When I click on MN2 it should take me to NV4 and show NV4 and 5 at the bottom. 

Is this possible and how to do it?

There's no built-in way to do it. It's possible to do, but it's complex and fragile.
