PDF overlay not possible because of white background

The new generated PDFs have a bad side effect.
When you want to add an Overlay, this will be cut off.
You can try it with a tool like PDF24 and set the Position to “Background”.

When I do this with a PDF created back in 2019, it’s perfect.

When I do this with an actual created PDF, it looks like this:

It look like the the white background acts like an image
