Some 'personal' apps have significant user activity (more than 3 users): abdullhshopper-733079787-23-02-

how much user free personal use

"Personal" means only one user (account) would be allowed to use the app, which apparently is not the case and you have several persons using the app or you are using several accounts. 

Just remove the "For personal use only" setting.
