Publisher Pro or Core

Hi Community I'm trying to deploy an App for more than 10 users, they will use the app adding data to a google sheet.  Wich plan could be better, Publisher Pro or  Core? I'll need a internal or pseudo login for each one.

Publisher Pro will not require user sign in.  If you need to limit app to specific users, then Core plan is what you need.
