I'm planning to pay for the $50 USD/month version to work with UserSettings. Is it possible to send a notification only to the User created by UserSettings? I know that for each User in the other plans, it's possible by associating the email, but that's not what I'm looking for right now. If someone would be so kind as to give me an example of how I could do it, I would be very grateful.

Yes, indirectly. In Public Apps (Publisher Pro plan), there is no user authentication so the app does not know and cannot retrieve any authenticated details about the users. All users are anonymous. From AppSheet Pricing page...."These apps include the feature sets of the AppSheet Core Plan"
You could use UserSettings or even a Table to have the users enter their contact information and then use that to send Push Notifications, text or emails. I believe a user only needs to have the AppSheet app installed on their device to get Push Notifications which they would need installed to run the app anyway.
NOTE: Be aware that with Public apps there is no security, no way to authenticate the users and users can (and will) enter bogus information into the app.
