Table borders in a PDF don't match the original DOC file

Does anyone know how to fix the issue with table borders in a PDF? The borders don't match the original DOC file I created—some lines are missing while others appear extra, even after saving multiple times.

Are you using a Google Doc as the template?

It would be helpful if you could show your template, the resulting PDF and point out where you are seeing the discrepancies.

I assume by "table borders" you are referring to the borders of an inserted table(s) into the Google Doc.  I have not seen any issues with borders displaying differently than I specify in the template table.  Showing your issues will help in understanding where the problem might be.
