TimeDate column

I have a datetime field called "TimeStamp".

I want to change just the time in that field. 

for example: if the value currently is 31/12/2022 13:23:00, i want to change it to 31/12/2023 09:00:00

How to go about it?

Could you update how do you wish to change the time value- meaning will the user enter the different time value in anothet field or how?

Also how the existing date time value is captured ? Through a NOW() function set as an initial value or how?

If you could share the purpose behind this requirement,  then possibly community could share a suitable option as well.
