I BADLY NEED SOME ADVICE ABOUT UPGRADING MY PLAN. WHICH IS BETTER, PER USER OR PER APPS?

That's easy to calculate. If you expect more than 5 users per month you may go better with publisher pro ($50/month), otherwise with core ($10/month). Google says: Publisher Pro apps can be used by an unlimited number of users for $50/mo/app.

If your users can live with a prototype version, limited bot actions like send emails, access google drive... and are less than 10 per month, you better pay nothing.

in addition to @stefanasks 's tip, also to know: 

- per user ensure data security

- per app ensure no data security, as it's a public app plan
