View with url

Is there a way to create a view that presents an open web page from its url (directly, not through an action)?

I intend it to be one of the panels within a Dashboard view.

You are looking for an iFrame inside of the app. There was a discussion about it maybe 2 years ago but it didn't go further.. at least not yet.
