Weird question....install link for specific app gives some users full app gallery

We have users installing an app via qr code and about 25% of users are seeing all the apps in the app gallery instead of the specific app link. And these are not users ive given admin rights to or have an appsheet account so I’m confused.

How can I prevent this?
