google cloud billing not working

Hi, Trying to create a free trail account with my gcp, unfortunately amount got debited 3 time but i didn't get access to free trial gcp services. It is throwing the below error. Kinldy please suggest someone This action couldn’t be completed. Try again later. [OR-BSBBF-103]

please solve this error or return my money.
