Can not create project in GCP

I am new to GCP, as a matter of fact I am still on my trial period. I signed up because I am curious about the services and would like to experiment with them.  But I am facing a catch 22 situation. I can not create any projects and ridiculously enough even asking for help is tied to having and selecting a project. So here I am asking for community help.

I have never created a project in GCP and I do not have ANY projects in my GCP account But when I want to create a new project I get this error :

I have requested an increase multiple times but every time it is denied. 
Is GCP a fully paid service that you can not even try any of the services for free ? Or is there something wrong with my account here ?

I am having the same issue, it seems that they limit this feature for the free trial period. It really makes their platform very clunky and makes me not want to use them in the future.
