This is a plea for help from literally anyone at Google.
My organization has started development on GCP before I arrived but scattered on many personal accounts. I setup a "work" google account to create a single GCP account to migrate all the projects together. I would like to formally setup an organization however I am unable to do so because google things our domain is used (which is is by me because of the email I created a work account). When I try to setup and organization through Google Cloud Identity, it says my domain is in use.
In an attempt to resolve this issue I am directed to the domain-in-use tool google provides, after verifying I own the domain I am presented with two options. 1) contact the domain admin, which turns out to be me even though Google tells me on another page my domain has no admin. This step literally just emails me to tell me I am trying to get in touch with my self. Or 2) Remove the current offender so I can sign up fresh. When attempt this I always get a 500 error.
On top of all that anyone I can talk to, like sales, tells me to just buy a support package to get support. The kicker is, I cant buy a support package without setting up an organization.
I am desperately trying to find anyone at Google that will allow me to pay them money and build into their platform and it seems impossible.

For future reference in case someone is stuck on the same problem. Multiple people in my org had created "personal" workspace account. Since I had also created a personal workspace account with my work email address I was also unable to setup Workspace with it. I needed to first create a brand new temporary email from my domain at work, create a corporate workspace, then that let me verify my domain, then I could aggregate together all our individual accounts under my org.
It was a pain but somehow I stumbled through it. Good luck to you all.

I understand how frustrating your situation is, as a first troubleshooting step, can you try to follow the steps below[1]:
If you receive this message when trying to sign up for a Google service, it might be because:
1. You recently removed this domain from another managed Google account. It can take 24 hours (or 7 days if you purchased your account from a reseller) before you can use the domain with a new account.
2. You or someone in your organization already created a managed Google account with your domain. Try resetting the administrator password and we’ll send an email to the secondary email you provided when you signed up, telling you how to access the account.
3. You’re using the domain with another managed Google account that you own. If so, remove the domain from the other account.
If you're still unable to create an organization due to the "This domain is already in use" error, you may fill out this form - Google Workspace / Cloud Identity: Sign up Issues, and the appropriate team will get back to you in 48 hours.
