Cloud Identity Premium licenses issue

The organization that I work for recently implemented Endpoint Verification and Context-Aware Access by using a free trial of Cloud Identity Premium. We received 10x licenses and we assigned them all to test the functionality of blocking new, unapproved devices from accessing certain Google Workspace apps until the devices are approved, which is working swimmingly.

 

The issue I'm struggling with is that we received 10x licenses in the trial, we have 1x user that doesn't have a license assigned yet, we switched to the paid version of CIP (Flexible plan) and still only have the 10x licenses. I cannot seem to manually increase the licenses anywhere to get the last remaining user on CIP, to enforce endpoint verification and the CAA policy. I see on a Google article about this that on the Flexible plan we'd just need to add a new member to get a license assigned to them, but this is for an existing user.

 

Is there any way that I can increase the license count by 1x just to assign to the last remaining user? If a way to do this is for example to create a new user, assign the CIP license that we should get to the person that doesn't have the license assigned and to delete that newly created user afterwards, will the person retain the license? Also, we have a Business Plus subscription that is set to Flexible and automatic license assignment, will this cause an issue where it will increase (and charge us for) +1 Business Plus license?

Take a look at how licensing works for Cloud Identity.

In Cloud Identity Premium, you can manually assign licenses to an individual user. For details, check out assign, remove, and reassign licenses. To assign licenses, head to the directory into users. Check the box of the user you want to assign a license to. At the top, click more and assign licenses. Click assign.

If you still can't assign licenses, then perhaps you should consider purchasing more user licenses. You can follow this guide in Cloud Identity help.

We do not have an unallocated license to assign, so I'd like to purchase another license but am unable to do so due to the payment plan being set to Flexible. On the guide article you've linked it says to increase a Flexible plan license, I need to add another user, however if I do that we will get another Business Plus license which we don't want. 

 

Do you know whether there is any other way around this?
