I'm applying for the Cloud Startup program. In the form field where you put Google Cloud Billing Acount ID I get an error that says:
Your Billing account ID admin email domain must match the website domain. Please reach out to your billing account admin.
How do I fix this? The Google cloud platform is confusing and finding where the support is really hard, I can't figure out where to go.

I am also having a same issue. Currently in the start up program. I have my domain with 3rd party and upon adding my Google billing account id, I am seeing this error msg "Your Billing account ID admin email domain must match the website domain. If in fact they are already the same domain, I would suggest to try again now. The application process was recently updated so there may have been a bug that is now resolved.

Please provide a layman's step-by-step detail of my issue. I'm not a dev guy. The links has lots of confusing text and the UI don't the video don't exactly look like mine. So I can follow the instructions, if there are any.
Here are the step by step instructions. At 2:30 they cover payments users.
And I don't see in the list the domain that matches the domain of my startup email domain.

our domain is (pii removed by moderator) but its hosted on office365 so billing admin email is gmail.com. How can I assign it to billing account?
Hi @VincentVega, you can create a new Google Account using your company email address here:

Then you can use update your billing admin email with your company one.
@AndrewB Hi I tried again today and I am still getting the same error msg. I already purchased a domain using a third party outside of Google and also my business e-mail is obtained from the hosting company using the same domain. I am getting the same error, even after going through the steps mentioned above...
this does not work as you can only use a gmail account for billing administrator so it will not match your domain. Even if you have an alias for your domain email, you still get same error

Unfortunately it's so confusing and messy. I've followed every step mentioned, watched videos but nothing seem to work, it seems that you have to purchase google workspace in order to even create an organisation.
You need a gmail to sign up for GCP so when you add payment methods these are linked to your gmail but then on google for startups they ask you for your company email which needs to match your GCP billing email even tho you have no option to add your company email to your billing account unless you purchase google workspace under that company email.
Also i tried to create new google account with my company email it says this email is already taken try another or use gmail instead ; tried 4 emails non of them work.
IMHO it's so messy and makes no sense to me.
This is really painful process. I got to the creation of new account with my company email without creating gmail, but now it says that this phone number was used to many times. I have two phone numbers and both are being declined. I didn't created dozens of accounts... Is there any way to contact any human being directly and solve it with them on a chat?
Step 1 - Go to the following url after replacing the placeholder with your billing ID (Hyphens included):

In the left sidebar, click on "Payment Settings". Then scroll down on the page to "Payments users" and click on "Manage payments users".
Add a new user with your email containing the domain name. The user should have all permissions.
Accept the email invitation Google shall send you and do what Google asks you to validate that new account.
Step 2- Add that same domain email address where AndrewB's arrow is pointing on the right side of the screen in his post of 01-29-2024 04:17 PM.
Step 3- Open Google Chrome incognito. Go to the Cloud Startup application (where the error occurred earlier). Login with the domain email you have just set.
Fill in what needs to be filled in for your application.
Submit God willing
PS: in my case I also removed the gmail email address I initially had (in step 2) after adding the domain email address in step 2 above.
So the key is you need to sign up for a paid google workspace account and create an organization. That's the only way this can work.
@AndrewB The instructions provided did not help me to resolve this. I did apply with business e-mail. Current GCP billing ID provided below is associated with the Google ID I'm using to submit this inquiry in Google community. I need to transfer my .ca domain and connect it to Google project in order to resolve the issue. However, I am not sure why I am only seeing the option to transfer co.uk domain as I'm not in UK. I need to transfer .ca domain to Google.
I experienced the same problem with it. problem only appears if you use email services from third parties.
Resolution
Step 1
Navigate to Billing > Payment Options >Manage users now by sending invitations to users of your domain name-matching third-party email service.
Step 2: After receiving an invitation, you must accept it and set up an account for the invited email.
Step 3: Once the email has been accepted, it will appear in the manage user section. You must now add that email address under billing administrator.
i fixed this by first making a google account with my company email following this link:

Then i went to Console > Billing > Account management > show info panel top right > add principle > insert company email from step one to new principle field > open select a role > pick Billing Account Administrator
after this i didn't get the error and was able to submit
It's crazy how difficult this is. Why not make it easier. Just wasted 30 minutes and have a headache with nothing to show.
