Compute Engine instance connetc with ssh failed

Did you've checked, whether your VPC, where this VM is placed, have firewall rule allowing IAP ? 
Check this documentation about IAP and how to configure it: https://cloud.google.com/iap/docs/using-tcp-forwarding#console
