Getting app blocked error for specific email while redirecting to OAuth consent screen

I am encountering an issue while redirecting to the OAuth consent screen for a specific personal Gmail account. When attempting to hit the following API:

https://accounts.google.com/o/oauth2/auth?access_type=offline&approval_prompt=force&scope=https://ww...

we receive an "app blocked" error. This issue occurs specifically for one specific Gmail account. Other personal email accounts are able to integrate without any issues.

I have checked the mail settings and found no indication of any blocking of this OAuth API. The error arises when redirecting to the OAuth consent screen. Our Google developer app is currently under the verification process, but we have a limit of 100 email users during this phase, and we have 50+ slots remaining.

Any insights or suggestions on how to resolve this would be greatly appreciated.

We have initiated the verification process and are waiting for CASA certification. Until we have the user cap limit, we should be able to authorise using the advanced option (Go to website unsafe), but it's not working for some users, so we wanted to know if any settings in Gmail will block unverified apps.
This is currently affecting our production environment and live customers.
