I have Google Drive with my business account. I transferred ownership of a folder to a contractor who is not part of the organization (used his personal email address). Now his work is done and he tried to transfer the ownership back to me (admin). Google Drive is disallowing this transfer since he is not inside the organization. It seems like either we're missing something or Google has a ridiculous issue. Has anyone encountered this problem - appreciate the help!

This should be posted on https://www.googlecloudcommunity.com/gc/Google-Workspace/ct-p/google-workspace forum :). However, it works as designed. Google Drive is designed to keep data within your ORG. The fastest way to 'FIX" it would be download entire content and then Re-upload on your organization Google Drive. Next time use 'Shared drives" with marked option as enabled.
You could try to add temporary account for your contractor with email within your organization and with alias email ( his personal email ). Then it might be possible, that your contractor will be able to transfer ownership again. But I've never tested it so I'm just guessing 😄 My workaround has one critical point, SECURITY. So think twice before you will plan to test it 😉
