How to create a project？

As shared by @John Hanley in the Stack Overflow post, you need to add the “Project Creator” role at the Organization level. You need to assign the permission resourcemanager.projects.create defined in the role roles/resourcemanager.projectCreator. You may follow the steps on this document to assign a role.

Sometimes, you might not be able to create projects if a billing account isn't linked or if your permissions don't extend to the billing settings. Make sure your account has access to the relevant billing account too. You may follow these documents to create or link a billing account to your project.
