How to report resource usage to Cloud billing

Hi, We are trying to deploy a VM as an offer on the Google Cloud marketplace. We will have a script that creates and deploys a "Manager" VM which through scripts, creates another "Query Engine" VM. How can I report the usage metrics of the Query engine to Google Cloud/ Cloud billing API?

Additionally, how can we get details of our share & Google Cloud's share in the charges for the VM?

Note: I know GCP can send reports of charges and usage for an offer but I think it would send it only for the "Manager" VM that we're deploying and not for other resources. Please help.
