[OR-CBAT-23] Billing account error

unfortunately I have to come here, I'm going to Google Cloud account number 16 - I'm trying to approve the billing account, which I don't know why I get the error: [OR-CBAT-23] I've already contacted support and none of the support itself knows how to answer what happens, I am presented with several links that make no sense.
Card is in my name
the card is international
the card has an available balance
the card is not prepaid
the card is verified in the process
everything is done in my name...

and unfortunately this doesn't just happen to me, I see several people with the same problem, I tried to approve a customer's account without success with the same error.

I gave up, and used my personal account to create the APIs for my client.
