Sorry but none of the responses in the forum helps to resolve the issue. I have tried with 5 different credit cards and multiple different payment settings in my google account and nothing works. Almost feels like GCP does not wish to have new users
Perhaps you want to make sure that the name on your google account matches that on your payment options. I had similar issues

I had the same problem and nothing helped (recovery email, other bank card, adblock turned off).
I wrote to Google, and they solved it in one day with this form.
