Unable to enable services

As a project owner, when running `gcloud services enable compute` I receive the error: `Error in service 'compute.googleapis.com': The service is currently being deactivated and deactivation must complete before activation can occur.` I can not enable it in the UI or via Terraform. Is anyone familiar with this error?

I'm having the same issue. I've tried via terraform and the UI and am getting the same issue.

I may have enabled and then disabled and now attempted to enable again (terraform woo) but I am now unable to enable it again.

Not sure if it helps you, I was starting on a fresh project when i ran into this so I changed the naming convention and recreated the project with a slightly different name. I was able to enable it on the new project.

TF seems flakey/buggy for enabling the API, I used gcloud CLI to enable them once I'd created the new projects and it now seems all good to me. The original projects I was working in just seemed stuck in a broken state.  I know this won't help everyone, but I suggest if you need to keep the original project that you reach out to the paid GCP support.
