I need a billing account urgently and the this error keeps popping up everytime I try to add a card. I'm out of Credit Cards now.
Please help fix this .

Did you manage to find a solution... neigh on impossible, i've tried everything , no luck, no support.
I had a similar issue before. I went to pay.google.com and then went through my different payment profiles on there. One of them had a notification that I needed to verify my identity. Once I did that, the payments went through.
...i replied to soon. Was just waiting for the 3 to 5 days for the code to appear on my bank statement. I logged in today and noticed my payment methods are no longer active. I've tried 3 different banks and none of them work. Back to the drawing board.

but why is that link (pay.google.com) NOT mentioned anywhere on Google Cloud, AND/OR an essential link in Billing!
but no. they make us all run around like headless chooks (chickens) because they do not support their Products & Services.
so much money - so little support.
anyway, when i used that link, and there i see my card for payment ... and i edit and i see tat Google has defaulted to usiing my name, but card is in wife's name.
so i fix that , and then it send PIN to that account to verify, and when i manage to check a/c and get 6-digit PIN, and then enter that for Google, VOILA!!! the card is verified and it tells me i can use
so now i IMAGINE that i can now create Billing Account AND Billing Admin! fingers crossed.
now WTF didn't Google (may they all rot in Hell) TELL me/us any of that, or give me that link right at the start??????

For anyone else facing these issues, there is an option to pay in advance. I've done that today but noticed a -100 rather than showing 100 in credit. I dont owe google any money and wondering why it shows as minus.. Then a message to wait another 24hrs... like walking through mud trying to set this all up.
Did that -100 converted to positive credit or not,if yes how much time did it take

have you tried with cards that have different circuit (i.e.: Mastercard, VISA, Maestro)?
Bro just switch to aws man,i couldn't get my billing account activated after multiple attempts,even gave manual payments,they had autopay enabled and all,at the end i just gave up,i registered for aws,they only took 2 inr for verification but their verification works,they don't even have autopay enabled on my card,and if anyone's having problems i got to their support team somehow to get my money back and you can also by this email support-in@google.com
