is it possible to commit to a e2-micro instance for 1 year, like in aws ?
I tried and found only "commitment" for CPU and memory, and you can only specify integer values, but e2-micro is 0.25 vCPU not 1

With 0.25 vCPU nope, because the commitment model in Google Cloud is based on whole vCPUs and memory. CUDs ( Commitment User Discount will be applied only for min 1 vCPU or more).
Regarding e2-micro machine type, vCPU value is between 0.25 to 2 vCPU in total:
E2: offers 2 vCPUs for short periods of bursting ( The E2 and N1 series contain shared-core machine types. These machine types timeshare a physical core which can be a cost-effective method for running small, non-resource intensive apps.)

You have to look for other machines-
e2-small or e2-medium
