GA4 Data data export not happening to BQ post events exclusion

I’m facing an issue related to GA4 data export to BigQuery for one of my clients. They were exceeding the free limit of 1M events per day in standard GA property from Dec,24. Hence data export to BQ paused automatically. To resolve this, I have excluded 16 less important events for that client from data export from GA dashboard (This was done through an account with BQ Administrator access and GA editor access during the starting of the January month).

Post this also data export is not happening in BQ. I have continuously monitored the event volume after excluding 16 events from export, it never went above 0.8M per day.

Any suggestions to solve this? Could this be a bug in GA4?
