Unable to copy public datasets to BigQuery - The attempted action failed

When I try to copy a public data set, e.g. austin-incidents to my project, I get a cryptic error message such as

The attempted action failed, please try again.

Tracking number: xxx

I'm not sure what to do - how do I troubleshoot this issue?
