Cloud SQL committed use discount

I found in the documentation that CUD for Cloud SQL instances can be purchased in the projects' Billing page. However, when I go the the page and try to purchase the CUD I get this error:

Since the error is not clear I'm not sure if this is a permission issue or if this is a bug. I was able to purchase CUD for Compute Engine resources in the same project. So what kind of permissions do you need to purchase Cloud SQL CUD? Does it differ from Resource-based commitments?

Here are a few steps you can take to troubleshoot the problem:

  1. Retry the action: As suggested in the error message, try again after waiting for a few minutes. It's possible that the error was temporary and will be resolved upon retrying.

  2. Check your permissions: Ensure that your Google Cloud account has the necessary permissions to purchase CUD (Commitment Usage Discount) for Cloud SQL instances. Verify that you have the appropriate IAM (Identity and Access Management) roles and permissions to perform billing-related actions.

  3. Review billing account settings: Double-check your billing account settings to ensure that it is properly set up and linked to the project where the Cloud SQL instances are located. Make sure that the billing account has sufficient funds or payment method associated with it.

  4. Reach out to Google Cloud support: If the issue persists after retrying and confirming your permissions and billing account settings, consider contacting Google Cloud support. Provide them with the request ID (14367292322147812377) you received in the error message. They will be able to investigate the issue further and provide assistance.

I needed escalated permissions (billing administrator role) for my Google Cloud account.
